LAGRANGE CITY COUNCIL

MAY 4, 2009

 

 

CITY OFFICIALS PRESENT   Elsie Carter, Mayor; Stephanie Cooper, City Clerk and Graham Whatley, City Attorney

 

COUNCIL MEMBERS PRESENT             Joe Davenport, Tom Goldsmith, Wally Nay, Jason Taylor, Jean Knight, Melanie Woosley, Debbie Pollard and Linda Hall.

 

Mayor Carter called the meeting to order at 6:35 p.m. and led the council and audience in the Pledge of Allegiance to the Flag.

 

APPROVAL OF MINUTES FOR APRIL 6, 2009   Councilwoman Woosley made motion to approve April 6, 2009 minutes, seconded by Councilwoman Pollard.  The motion in favor of passed unanimously, 8 to 0.

 

2007/2008 AUDIT BY RAIZOR, ZAPP & WOODS   Dennis Raizor gave a summary to Council on 2007/2008 audit.

 

PUBLIC COMMENT   Tom Cox, 209 N. 1st, made comment on garbage pick-up.  Audrey Rahm, made comment on food and funeral expenses.          

 

CITY ATTORNEY REPORT    Graham Whatley gave a report on legal status of the City, including personal injury lawsuit, interlocal agreement between City/County for roads, zoning matters, foreclosures, Oldham County storm water issue, quiet zone and what the Council would require. 

 

DISCOVER DOWNTOWN REPORT   Barbara Edds gave a report on past and upcoming events.

 

ENGINEER REPORT   David Garber gave a report on a drainage issue at East Crystal Drive, inspection on drainage at East Madison, zoning issue at an apartment complex on Jericho Road, a commercial encroachment on Commerce Parkway and final is a development on Stamper Avenue.

 

EARTH DAY PROCLAMATION TO WAL-MART   Mayor Carter stated that Wal-mart had sent employees out to Wilborn Park to do painting on the gazebo and restrooms, and picked up trash around the park. 

 

DECISION OF HISTORIC DISTRICT COMMISSION ON JAMES T. BEAUMONT COMMUNITY CENTER SIGN    Gary Williams with Historic District Commission, informed Council of sign in front of Community Center.  Blake Haselton, Chairman of LaGrange Park Board, made comments on sign and asked Council for approval of sign.  Councilman Goldsmith made a motion for a public hearing on June 1, 2009, seconded by Councilman Taylor.  The motion in favor of passed unanimously, 8 to 0.    

 

2ND READING AND PUBLIC HEARING OF ORDINANCE 4-2009 - AN ORDINANCE AMENDING 17-99 THE PERSONNEL POLICIES AND PROCEDURES AND CLASSIFICATION AND COMPENSATION PLAN FOR THE CITY OF LAGRANGE POLICE DEPARTMENT   Councilwoman Pollard made motion to go into public hearing, seconded by Councilman Nay.  The motion in favor of passed unanimously, 8 to 0.  No comment.  Councilman Goldsmith made motion to go out of public hearing, seconded by Councilwoman Pollard. The motion in favor of passed unanimously, 8 to 0.  Councilwoman Knight made motion to approve Ordinance 4-2009, seconded by Councilwoman Woosley.  Mayor Carter does a roll call vote:  Councilman Davenport-yes, Councilman Goldsmith-yes, Councilman Nay-yes, Councilman Taylor-no, Councilwoman Hall-yes, Councilwoman Pollard-yes, Councilwoman Woosley-yes, Councilwoman Knight-yes.  The motion in favor of passes, 7 to 1.

 

1ST READING OF ORDINANCE 5-2009 - AN ORDINANCE ADOPTING THE CITY OF LAGRANGE, KY ANNUAL BUDGET FOR FISCAL YEAR JULY 1, 2009 THROUGH JUNE 30, 2010 BY ESTIMATING FUND FOR OPERATIONS OF CITY GOVERNMENT Stephanie Cooper, City Clerk, read Ordinance 5-2009 and public hearing will be June 1, 2009.

 

OCD/EMERGENCY MANAGEMENT AGREEMENT   Kevin Nuss asked Council for a renewal on an interlocal agreement and a renewal on cost analysis for mass notification.  Councilman Goldsmith made motion to approve renewal with One Call, seconded by Councilwoman Pollard.  Mayor Carter does a roll call vote: Councilwoman Knight-yes, Councilwoman Woosley-yes, Councilwoman Pollard-yes, Councilwoman Hall-yes, Councilman Taylor-yes, Councilman Nay-yes, Councilman Goldsmith-yes and Councilman Davenport-yes.  The motion in favor of passed unanimously, 8 to 0.

 

COMMITTEE REPORTS       Councilwoman Woosley gave a report on CSX committee.  She discussed with Council about the Federal Register and how it relates to quiet zone and a possible pedestrian crossing on east side of Main Street.  No garbage report per Councilwoman Knight.  Councilwoman Pollard announced an ordinance committee meeting May 13, 2009 at 6:30 at City Hall.
