COUNCIL MEMBERS PRESENT Joe Davenport, Tom Goldsmith, Wally Nay, Jason Taylor, Jean Knight, Melanie Woosley, Debbie Pollard and Linda Hall.
Mayor Carter called the meeting to order at 6:40 p.m. and led the council and audience in the Pledge of Allegiance to the Flag.
APPROVAL OF MINUTES FOR MAY 4, 2009 Councilwoman Pollard made motion to approve May 4, 2009 minutes, seconded by Councilman Goldsmith. The motion in favor of passed unanimously, 8 to 0.

DECISION OF HISTORIC DISTRICT COMMISSION ON JAMES T. BEAUMONT COMMUNITY CENTER SIGN Councilman Goldsmith made motion for 60 days to table public hearing at this time; it would be premature to go forward with hearing until after the committee comes up with a solution and within that time if a decision has not been made, public hearing will be put back on agenda. Councilman Nay seconds motion. Mayor Carter does a roll call vote: Davenport-yes, Goldsmith-yes, Nay-yes, Taylor-yes, Knight-no, Pollard-no, Woosley-no and Hall-no. The motion in favor is 4-no and 4-yes. Mayor Carter breaks the tie and motion in favor of to table public hearing passed. Councilman Goldsmith made motion for a joint committee between City Council and Historic Commission to address James T. Beaumont Community Center sign. This committee will be given a time period of 60 days and its purpose is to look at the options and/or compromises within regards to current sign; that within reasonable costs and satisfying Historic Guidelines. During this period, Councilman Goldsmith asked that the sign not be backlit; and would like to ask 2 to 3 volunteers from Council to work with Historic Commission on this issue. If this is not resolved within, 60 days time period the City Council with recommendation from the joint committee will make final decision. Councilman Taylor seconds motion. Mayor Carter does a roll call vote: Hall-no, Woosley-no, Pollard-no, Knight-no, Taylor-yes, Nay-yes, Goldsmith-yes and Davenport-yes. The motion in favor is 4-no and 4-yes. Mayor Carter breaks the tie and motion in favor to form committee to work with Historic Commission passed.

DISCUSSION ON ORDERS OF THE TREASURER Councilman Taylor made motion to begin to utilize procedure called Orders of the Treasurer beginning September 1, 2009, seconded by Councilwoman Knight. Mayor Carter call for the question: Davenport-yes, Goldsmith-yes, Nay-yes, Taylor-yes, Knight-yes, Pollard-yes, Woosley-yes and Hall-yes. The motion in favor of passed unanimously, 8 to 0.
2ND READING AND PUBLIC HEARING OF ORDINANCE 5-2009 - AN ORDINANCE ADOPTING THE CITY OF LAGRANGE, KY ANNUAL BUDGET FOR FISCAL YEAR JULY 1, 2009 THROUGH JUNE 30, 2010 BY ESTIMATING FUND FOR OPERATIONS OF CITY GOVERNMENT
Councilman Taylor made motion to go into public hearing, seconded by Councilwoman Pollard. The motion in favor passed unanimously, 8 to 0. David Voegele, 400 N. 5th Street, made comment to put money into historic preservation. John Finch, principal with LaGrange Elementary School, thanked City Council for $50,000.00 donation. John Black, 108 N. 5th Street, made comment on Historic District and donation to LaGrange Elementary School. Councilman Taylor made motion to go out of public hearing, seconded by Councilwoman Woosley. The motion in favor of passed unanimously, 8 to 0. Councilman Taylor made motion to approve Ordinance 5-2009 with modifications, seconded by Councilwoman Woosley. Mayor Carter does a roll call vote: Davenport-no, Goldsmith-yes, Nay-no, Taylor-yes, Knight-yes, Pollard-yes, Woosley-yes and Hall-yes. The motion in favor passed, 6 to 2.
COMMITTEE REPORTS Councilwoman Woosley mentioned to Council that Tom Drake with FRA would be at City Hall June 3 and June 4. Councilwoman Knight had some issues with garbage and they were taken care of. Councilman Taylor takes a moment on behalf of Council to thank those in military and given their lives.
ADJOURN Mayor Carter adjourned meeting at 8:08 p.m.
