LAGRANGE CITY COUNCIL

DECEMBER 7, 2009

 

CITY OFFICIALS PRESENT              Elsie Carter, Mayor, Stephanie Cooper, City Clerk and Graham Whatley, City Attorney.

 

COUNCIL MEMBERS PRESENT   Tom Goldsmith, Wally Nay, Jean Knight, Melanie Woosley, Debbie Pollard, Linda Hall and Joe Davenport.  Jason Taylor was absent.

 

Mayor Carter called the meeting at 6:37 p.m.  Mayor Carter led council and audience in the Pledge of Allegiance to the Flag.

 

APPROVAL OF MINUTES FOR NOVEMBER 2, 2009 MEETING   Councilwoman Pollard made motion to approve November 2, 2009 minutes, seconded by Councilwoman Knight.  The motion in favor of passed unanimously, 7 to 0.

 

PRESENTATION OF PLAQUE TO CHARLES GADBERRY       Mayor Elsie Carter presented Chuck Gadberry with plaque for saving the life of two dogs in a burning house on September 22, 2009.

 

RESOLUTION 10-2009 - OLDA BONDS REFINANCE     Dwight Salsbury with Ross, Sinclaire & Associates explained to Council on refinancing bonds for OLDA.  Stephanie Cooper, City Clerk, read resolution 10-2009 for record.  Councilwoman Knight made motion to approve Resolution 10-2009, seconded by Councilman Nay.  Mayor Carter does a roll call vote: Davenport-yes, Goldsmith-yes, Nay-yes, Knight-yes, Woosley-yes, Pollard-yes and Hall-yes.  The motion in favor of passed unanimously, 7 to 0. 

 

PLAQUE PRESENTATION TO EAGLE CREEK GOLF COURSE                      Councilwoman Knight presented a plaque to Guy and Melissa Breeds of Eagle Creek Golf Course for the best municipal golf course.

 

DISCOVER DOWNTOWN LAGRANGE REPORT           Barbara Edds, gave report on past and present events.

 

RESOLUTION 9-2009 - RENAISSANCE ON MAIN STREET GRANT APPLICATION TO THE DEPARTMENT FOR LOCAL GOVERNMENT FOR DISCOVER DOWNTOWN LAGRANGE FAÇADE PROGRAM    Councilwoman Woosley made motion to approve Resolution 9-2009, seconded by Councilwoman Pollard.  Mayor Carter does a roll call vote: Hall-yes, Pollard-yes, Woosley-yes, Knight-yes, Nay-yes, Goldsmith-yes and Davenport-yes.  The motion in favor of passed unanimously, 7 to 0. 

 

REPRESENTATIVES WITH THE US CENSUS BUREAU            Gayle Brown with the United States Census Bureau did a presentation on 2010 Census.

 

PUBLIC COMMENT            Betty Davenport, 306 West Main Street, damage to building in alley due to paving.  Barbara Edds with Downtown LaGrange made comment about holiday market at Community Center on December 12, 2009.  Tom Cox made comment on pay raise for Mayor.

           

FIRST READING OF ORDINANCE 7-2009 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGRANGE AMENDING CHAPTER 92 OF THE LAGRANGE CODE OF ORDINANCES REFERRING TO NUISANCES   Stephanie Cooper, City Clerk, read Ordinance 7-2009.  Public hearing will be January 4, 2010.     

 

FIRST READING OF ORDINANCE 8-2009 - AN ORDINANCE OF THE LAGRANGE UTILITIES COMMISSION WANTS TO PRESENT A REQUEST FOR APPROVAL TO INCREASE CURRENT WATER RATES            Stephanie Cooper, City Clerk, read Ordinance 8-2009.  Public hearing will be January 4, 2010.

 

NEW BUSINESS/COMMITTEE REPORTS                        Mayor Carter gave a report about CSX on gates for Second Street crossing.  Councilman Goldsmith made comment on speed limit on Highway 53. 

 

At 7:32 p.m., Councilwoman Woosley made motion to go into an executive session due to a personnel discipline, seconded by Councilman Goldsmith.  The motion in favor of passed unanimously, 7 to 0.  At 7:59 p.m., Councilman Goldsmith made motion to go out of executive session, seconded by Councilwoman Woosley.  The motion in favor of passed unanimously, 7 to 0.  Mayor Carter stated from the executive session there is no motion to be made at this time.
