JULY 6, 2010
CITY OFFICIALS PRESENT Elsie Carter, Mayor, Graham Whatley, City Attorney and Stephanie Cooper, City Clerk.
COUNCIL MEMBERS PRESENT Jean Knight, Melanie Woosley, Tom Goldsmith, Joe Davenport, Jason Taylor and Linda Hall. Wally Nay and Debbie Pollard were absent.
Mayor Carter called the meeting at 6:38 p.m. Mayor Carter led Council and audience in the Pledge of Allegiance to the Flag.
APPROVAL OF MINUTES FOR JUNE 7, 2010 MEETING Councilwoman Knight made motion to approve June 7, 2010 minutes, seconded by Councilwoman Hall. The motion in favor of passed unanimously, 6 to 0.
REPORT ON OLDA FROM DON BASHAM Don Basham discussed about the signed agreement with Mr. Hocker.
DISCOVER DOWNTOWN LAGRANGE REPORT No report.
PUBLIC COMMENT Keith Smith, LaGrange Fire & Rescue Department, invited Mayor, Council and public to ground breaking for new fire department on July 10, 2010 at 2:00 p.m.
FIRST READING OF ORDINANCE 7-2010 - AN ORDINANCE AMENDING CHAPTER 71.65 OF THE CITY OF LAGRANGE, RELATING TO MOTOR VEHICLE LEGAL SPEED LIMITS WITHIN CITY OF LAGRANGE
Stephanie Cooper, City Clerk, read Ordinance 7-2010 and public hearing will be August 2, 2010.
SECOND READING AND PUBLIC HEARING OF ORDINANCE 4-2010- AN ORDINANCE CREATING A CODE ENFORCEMENT BOARD FOR THE CITY OF LAGRANGE Councilwoman Woosley made motion to go into public hearing, seconded by Councilwoman Knight. The motion in favor of passed unanimously, 6 to 0. No comment. Councilman Goldsmith made motion to go out of public hearing, seconded by Councilman Taylor. The motion in favor of passed unanimously, 6 to 0. Councilman Taylor made motion to table Ordinance 4-2010, seconded by Councilwoman Woosley. The motion in favor of passed unanimously, 6 to 0.
SECOND READING AND PUBLIC HEARING OF ORDINANCE 5-2010 - AN ORDINANCE ADOPTING THE CITY OF LAGRANGE, KY ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1, 2010 THROUGH JUNE 30, 2011 BY ESTIMATING FUNDS FOR OPERATIONS OF CITY GOVERNMENT Councilwoman Woosley made motion to go into public hearing, seconded by Councilwoman Knight. The motion in favor of passed unanimously, 6 to 0. Mary Ann Smith, 512 Kentucky, made comment on estimating funds. Councilman Goldsmith made motion to go out of public hearing, seconded by Councilwoman Knight. The motion in favor of passed unanimously, 6 to 0. Councilwoman Woosley made motion to table Ordinance 5-2010, seconded by Councilwoman Knight. The motion in favor of passed unanimously, 6 to 0. Councilwoman Woosley presented an amended proposed budget for fiscal year 7/1/2010 to 6/30/2011. Stephanie Cooper, City Clerk, read amended budget for first reading. Second reading and public hearing will be August 2, 2010.

The motion in favor of passed unanimously, 6 to 0. No comment. Councilwoman Knight made motion to go out of public hearing, seconded by Councilman Taylor. The motion in favor of passed unanimously, 6 to 0. Councilman Taylor made motion to approve Ordinance 6-2010, seconded by Councilwoman Woosley. Mayor Carter does a roll call vote: Hall-yes, Woosley-yes, Knight-yes, Taylor-yes, Goldsmith-yes and Davenport-yes. The motion in favor of passed unanimously, 6 to 0.
NEW BUSINESS/COMMITTEE REPORTS Mayor Carter mentioned to Council need to have an ordinance and personnel policy meeting. Mayor Carter and Council discussed Executive Order 1-2010.
